Dr. Hsin-yi Chen was an associate professor of the Institute of International Business at National Dong Hwa University, Hualien, Taiwan, R. O. C.  She received the PhD degree in human resource development from the University of Texas at Austin in 1995. Her research interests are human resource development, strategy of human resource management, organizational behavior,organizational development and distance learning. On absent leave.
